To even begin to understand why Vegas Metro went so hard after Larry, we first have to answer the most important question: was his brother Tommy the mafia soldier law enforcement claimed he was? The events depicted in this episode occurred two years after Larry's vindication... and would result in Tommy being charged with murder.

Despite the trap they set for Larry blowing up in their face, a Federal Judge ruling they had committed "Outrageous Misconduct" and being sued for millions, Vegas Metro wasn’t done going after Tommy. In fact, they doubled down – and this time they came armed with the full weight of the FBI and every investigative weapon in the government’s arsenal at their disposal.
